What is the Youth Guarantee?

The Youth Guarantee is the government’s commitment to ensure that every young person aged 16 to 24 has the support and opportunities they need to get into work or education.

Over the next three years, the government will invest an additional £2.5 billion in the Youth Guarantee and Growth and Skills Levy, supporting almost a million young people and unlocking up to 500,000 jobs, training and learning opportunities.

What's in it for your business?

Employers are integral to the success of the Youth Guarantee and building our future workforce, so we're expanding the support available to businesses. Here's what you could access:

  • £3,000 Youth Jobs Grant for every person aged 18 to 24 you hire across Great Britain who has been looking for work for six months or more, available from June 2026.
  • £2,000 Apprenticeship hiring payment for smaller businesses (non-levy employers), in England, taking on a new apprentice aged 16 to 24, as part of a drive to create 50,000 more apprenticeships for young people, available from October 2026.
  • Fully funded apprenticeship training for smaller businesses (non-levy employers) for apprentices 16 to 21 years old. From August 26 this will be for all eligible 16 to 24-year-olds.
  • £1,000 to support your apprentice in the workplace if, at the start of their apprenticeship training, they are one of the following:
    • 16 to 18 years old (or 15 years old if the apprentice’s 16th birthday is between the last Friday of June and 31 August)
    • 19 to 24 years old with an education, health and care (EHC) plan
    • 19 to 24 years old and have been in care
  • Subsidised 6-month jobs through the expanded Jobs Guarantee to create over 90,000 jobs over the next three years
  • National Insurance contribution exemptionsopens mcas-proxyweb.mcas.ms in a new tab for employees under 21 and apprentices under 25 (on wages up to £50,270)
  • Bespoke training support to help you design sector-specific work academy programmes and work experience opportunities that suit your business
  • Access to local Youth Hubs to match you with job-ready candidates in your area
  • Administrative support onboarding Universal Credit customers to help you take on new starters smoothly

What is a non-levy paying employer?

A non-levy employer is a UK business that has an annual pay bill of less than £3 million and therefore doesn’t have to pay the Apprenticeship Levy.

The Apprenticeship Levy is payable by all employers with an annual wage bill of more than £3 million, at a rate of 0.5% of their total wage bill, and was introduced to help fund apprenticeship training.

Non-levy employers share the cost of training and assessing their apprentices with the government, with different levels of funding available.
